How EAC Replaced GOST-R and What It Means


GOST-R was a set of technical rules and regulations that was developed by the Soviet Union Government as part of its standardization processes.

Its history can be traced back to 1925 when a Russian Government agency was tasked with writing, publishing and distributing the standards. The first GOST standard was created and disseminated in 1968.   

Eurasian Customs Union

The Eurasian Customs Union (EACU) was founded by Russia, Belarus and Kazakhstan in 2010. It later expanded to include Armenia and Kyrgyzstan.

The purpose of the formation of the Eurasian Customs Union was to enhance economic integration between the member states and remove custom barriers.  

The new certification standards of the Eurasian Economic Union have various names including, EAC certification, Certification CU TR and TR TS certification. 

GOST R Cancelled in Favor of EAC

The Russian Government was looking for unification of certification requirements for member countries of the Eurasian Customs Union. It was decided that the new regulations will be enforced from February 15th, 2013.

The transition period of 2 years was announced. This meant that the GOST R certification were valid until March, 2015.

Product Categories affected

Here are some of the product categories that were affected:
  • Low voltage equipment,
  • Machinery equipment,
  • Lifts,
  • Equipment operating on gaseous fuels, etc.

What the Changes Would Mean

There were a number of changes to the new certification standards. Here are a few notables ones:
  • The applicant must have a formal agreement with the Russian representative legal entity. This was not a requirement under the GOST-R policy.
  • With EAC, mandatory factory audits will be carried out by the Russian certification bodies. Under the GOST-R system, a lab test would have sufficed.

Requirement for Approval under EAC

The EAC approval is available in terms of 1 year, 3 years and 5 years. Pricing might vary depending on the terms chosen. Also, current GOST certification will be recognized for imports.

  • CB Report
  • EU EMC reports
  • User manual translated in English
  • HS code or Tariff code
  • EAC logo on the product’s label
  • CIG023 Factory Inspection Report
  • ERGO report (for products with LCD displays)
