About the CCC Certification and Its Recent Mark Approval Changes


For businesses looking to operate in China, Chinese Compulsory Certification or CCC certification is required to import, sell or distribute products or items to China.  

The regulation was implemented on May 1, 2002 and was enforced on August 1, 2003. If any businesses fail to oblige the given guidelines, they might be subjected to penalties.   

Reforms by the Chinese Government

China is always looking to implement reforms in their system to ensure that the certification process can become faster and easier.

The idea is to encourage manufacturers and importers to conduct business in China. Recently, the Certification and Accreditation Administration of China (CNCA) has announced various changes for different product categories. Let’s take a look at some major ones:

Addition to the Certification Associations

On 31 March 2015, a formal signing ceremony was held between certification bodies, including CQC, CCAP, CQM, ISCCC and Beijing Zhong Quiang Ren Product Marketing Service Center. After this development, the mentioned bodies will be able to provide approval for CCC marks and certifications.

It is also predicted that in the near future, other certification associates will also become certified to provide approval for CCC marks and certifications.

Changes to the Certification Modes

Certification mode is the sequence of all the steps required in the CCC certification process, including the manufacturing site inspection phase. Under the new legislation, many of the product categories can get CCC certificate without the initial factory inspection. This means that many manufacturers or importers might be able to obtain certification right after the testing phase.

For instance, audio, video and telecom equipment can be certified after testing without the need for factory inspection.

Types of Tests Conducted in the Manufacturer’s Labs

After the new reforms, manufacturers can choose the required test types they want to perform at their laboratories.

However, the testing laboratories must be certified by the ISO/IEC 17025. Here are two options that manufacturers generally have:

Testing on their Premises

As the name suggests, this type of testing is carried out at a manufacturer’s own facility. The credibility of the engineer carrying out the tests will need to be established. 

Witness Manufacturer’s Testing (WMT)

In this type, the testing is carried out by the manufacturer but the CCC testing team is there to observe the results.

All of these tests will be carried out at the China government approved laboratories.
