Foreign
Manufacturers Certification Scheme has been operating under Bureau
of Indian Standards (BIS). This allows foreign manufacturers to apply for BIS
license for use of the ‘standard’ mark.
The
mark indicates that the relevant product conforms to Indian standards. It is
applicable for every product
other than electronic and tech related items that are notified by DeitY.
The
application process is streamlined by the Indian government, allowing foreign
manufacturers to quickly apply for the certificate. Manufacturers must submit a
list of documents for approval.
If
you’re applying for BIS certificate
through G&M Compliance, refer to the following document checklist:
ü
Documents authenticating branch of the applicant
or Liaison office of the agent appointed by the applicant in India. This
includes partnership deed with the firm, registration certificate of an
incorporated company etc. It must also include permission acquired from the
Bank of India, if and where applicable.
ü
Nomination documents for an authorized
representative from the branch or liaison office of agent/applicant. The
document should be executed by the applicant on a letterhead, following the
format required by the Bureau.
ü
A process flow chart that shows the complete
manufacturing process, starting from raw material procurement to storage of
finished products.
ü
A document indicating the quality assurance
system that is being followed in the manufacturing facility. For example, copy
of quality plan, quality manual, test formats and similar documents.
ü
Complete details of other certifications (if
any) that have been acquired for the products or systems in the factory.
ü
Pre-certification details, if applicable, for
the raw materials and/or components used in the manufacturing process. It
should include the name of component/material, supplier’s name, information
about certification, details of certification, and information if a test
certificate has been acquired.
ü
A list of manufacturing machinery that is
employed at the facility, including machinery name, make/model, capacity,
number of items and relevant information.
ü
A list of test equipment used for complete
testing, with information relevant to the clause number of the standard and
test details, equipment/chemicals used for the purpose, range, accuracy/ least
count, make/model, SI number of equipment, calibration certificate
availability, and availability of in-house or outside testing facility.
ü
Drawing of components and/or products, if
applicable.
ü
Qualification certificate, appointment letter
and experience details of the lab’s quality control personnel/in-charge who is
permanently employed.
ü
Test report from an accredited but independent
lab and/or applicant’s in-house testing lab.
ü
Layout of the factory premises with major
manufacturing machinery, laboratory facilities etc.
ü
Factory’s location plan from the nearest
landmark, railway station or airport with information on how to reach from
India.
ü
A Rs. 1000/- demand draft with applicable taxes
in favor BIS, in Indian currency or equivalent USD amount, payable at New
Delhi.
ü
Details about licenses held, cancelled or
applications rejected previously. It should be supplemented with reasons for
rejection or cancellation or convictions, if any, as required according to the
BIS Act, 1986.
