All About BIS Certificate


The Bureau of Indian Standards (BIS) is the chief agency responsible for product certifications. They operate a certification scheme that allows granting of license to a variety of industrial sectors, ranging from agriculture to electronics.

Foreign manufacturers most often seek the certification for electronic products. The Compulsory Registration Order 2012 issued by Indian government’s Department of Electronics and Information Technology require certain products to comply with their safety standards.

The list of products is ever-growing, but the application and grating procedure remains more or less the same.

If you’re planning to apply for BIS certification, here’s what you should know:

Application form and fee

If you want to obtain a BIS license, you should apply by submitting the relevant application form. Application fee must also be submitted that amounts to INR 1000/- and is non-refundable.

Keep in mind that you’ll have to apply separately for each product. The application form must also be accompanied with a list of documents applicable for your product. 

Process requirements

The certification process can be expedited by submitting all the requested documents with the form. Furthermore, it is advised to only submit the application once you can fulfill the following:
  • All the manufacturing facilities are available in-house for the requisite product. It should be at the factory you’ve addressed in the application form. Or, if the arrangements are made elsewhere, the same should be conveyed to the Bureau.
  • Also, manufacturing facilities must be in accordance with the relevant Indian Standard.
  • Permanently employed, competent testing personnel should be available. They must have an understanding of the requirements set by the relevant standard. Also, they must be capable of carrying out the tests according to the test methods described in the particular standard.
  • The product must conform to the standard as assessed via sample testing in-house or in an accredited laboratory. A copy of the test report must be attached with the application.
  • You must comply with requirements that are laid down in Scheme of Testing & Inspection (STI) for Indian Standard. Document copies are available at the BIS and can be requested any time. It includes information regarding the frequency of inspection and testing after the license is granted.
  • You must also be eligible to pay the relevant fee for application, license and processing. Visit and testing charges are variable and must also be borne by you.
